I should be able to print 10 pages, but can only print 3

If your copy restrictions are less than your print restrictions (ex. 3-page copy restriction, 10-page print restriction), Bookshelf Online will enforce the most restrictive setting. 

The enforcement of this policy is due to the fact that Bookshelf online ‘spools up a print job’, which means it is pulling all of the text from the Vital Source Server and opening up a new tab/window, displaying that text for the user to print.  Since technically it is acting as a print and copy window, the most restrictive setting is applied.

Please note that this does not apply to Bookshelf Desktop.
